Dr.  Stanley Chiang is a founder and President of Australasian Promotional Society for Culture, Education, Economics, Trade and Health Inc. (APSCEETH). He was born in Shanghai and migrated to Australia in 1980.

Dr. Chiang was graduated from the Flinders University of South Australia medical school in 1989. He worked as a medical doctor since 1990. Later he becomes a Fellow of the Royal Australian College of General Practitioner (FRACGP). He has opened two medical centers in Thornbury and Collingwood. He has delivered many short seminars and lectures in China, Australia and international conferences.

Dr. Chiang is not only a knowledgeable and kind medical doctor but also is a leader in many social communities. He was President of Aust-China United Association of Business, Advisor of the Federation of Chinese Associations, La Trobe Ward Councillor for the City of Darebin, Mayor of City of Darebin (the first ever Mayor of Mainland Chinese background in Australia) and President of the Pacific Federation of Chinese Art and Literary Circle in Australia. He is Honorary President of the North Eastern Melbourne Chinese Association and appointed by the Federal Government to be a member of the Chinese Ministerial Consultative Committee.

Dr. Chiang’s hobbies and interests are Literature and reading, Chinese landscape painting and calligraphy, Table tennis and Tai Chi.

蔣天麟醫生出生於中國上海。1977年隨父母移民日本，并在日本完成中學學業。1980年來澳洲進入大學學習，先後在南澳的福林德斯大學獲得生物學學士及醫學雙學生等學位。1992年來到墨爾本任全科醫生。隨後成為針灸及工傷專科醫生，且獲得澳洲全科醫生學院院士及澳洲醫生針灸學院院士等學位。目前與一位合夥人一起經營醫療診所群。近年來﹐蔣醫生還參與澳洲及中國的教學活動及指導醫學生和培訓醫生等等。

蔣醫生積極投入少數民族，尤其是華人社區的工作。曾先後擔任戴瑞濱少數民族委員會主席、澳華聯合商會會長、維省華人慶祝香港回歸週年籌委會主席、墨爾本東北區移民資源中心理事會副主席、維省高齡華人福利互助基金會監事長、維省華聯會顧問及大洋洲文聯主席。現任墨爾本東北區華人協會終身名譽會長及一些社團的名譽顧問等職。

作為一個澳洲華人，蔣醫生一貫主張新移民融入澳洲主流社會，并積極推廣多元文化。墨爾本東北區華人協會與戴瑞濱市政府在近五年來聯合舉辦的風箏節已經使得這項活動成為戴瑞濱市每年必辦的活動之一。1999年蔣醫生應邀返回中國參加中華人民共和國五十週年慶典，登上了天安門前觀禮臺。2001年東北區華人協會獲頒戴瑞濱市政府該年度最佳社團獎。據知此為維州有史以來華人社團首次獲得該項獎勵。同年蔣醫生被維州州長任命為維州多元文化委員會專員並擔任此職位長達十年之久﹐直到2011年維州政府易幟才提前退休。2002年3月，他競選戴瑞濱市拉措布選區市議員成功，由此而成為第一位中國大陸背景的市議員。2004年底競選連任成功。

蔣天麟醫生於2009年被中國全國僑聯聘請為海外委員。

2012年蔣醫生在連任10年市議員後從戴瑞濱市議會退休﹔從而成為該市最長久擔任市議員之一。

2008年蔣醫生幫助成立了‘澳華社區議會維州分會’﹐並當選為主席。2012年他和同僚們一起在墨爾本成功舉辦了澳華社區議會全國代表大會。大會取得空前成功。時任聯邦多元文化部部長 Kate Lundy 亦到會並致詞。

2015年蔣醫生創建了‘澳亞文教經貿健康促進會’﹐並當選為創會會長。
